Evinrude 88 spl

Hi everyone. I have a late 80s 88hp Evinrude SPL mounted on an OLD 15' Arrow Glass tri-hull fishing boat. I installed a tach and speedo and am a little disapointed with the readings. I am just barely getting 5000 rpms, if that, at WOT. And aren't even hitting 30mph (Its more like 25-28).

High 12s to 13 at idle and upwards at higher RPM if its my motor were talking about. If you are getting 16v at idle, Id say that is out of the ordinary.
